I got a notice from the IRS that my distributions on a 1099r were not on my return on 1040 line 4a. I did report the 1099r but turbo tax put it on line 1. Why?

I don't know how a pension distribution would show up on line 1 of for 1040, unless it was entered as a W-2 entry in TurboTax somehow. 

 

You can respond to the IRS by explaining what happened and if you had reported the correct amount of taxable income on your tax return, they may be able to adjust their records accordingly and that may resolve your issue.

Is this for tax year 2019?

Per the IRS, Line 1 includes Disability pensions shown on Form 1099-R if you haven’t reached the
minimum retirement age set by your employer. Was that your case?

 

It also includes • Corrective distributions from a (non-IRA) retirement plan shown on Form 1099-R of
excess elective deferrals and excess contributions (plus earnings).

Thanks.  Then why would then IRS be sending me a notice it wasn’t reported instead of looking at my w-2 and adding the amount from my 1099R and seeing it totals to the amount on line 1 of the 1040?
