Question

I have both W-2 and 1099 income for 2019. My W-2 job has maxed out on Social Security at $8239. Will I still have to pay SE tax on the 1099 income?

Yes and no.  Since you already maxed out on Social security, you will not have to pay that (12.4%) portion of SE tax.  You will have to pay the medicare portion (2.9%).  The calculations will be shown on Schedule SE. TurboTax can handle this.
