I have to file a 1099 for the stimulus return but I didn’t file at all last year. So I filled the form out with my identity information name/social/address & debit information but it won’t

It depends.

 

When you say you have to file a 1099, do you mean you received income that was reported on a Form 1099?

 

Where did you try to fill our your information?  
 

The IRS does have a portal where you can register your latest information.  If you are planning on filing a return, you can update your information using the Filer portal.  If you do not have to file a tax return because you are below the threshold to file taxes, you will use the Non-Filer portal.

Please note, in order to get the stimulus payment, you will need to file your tax return for 2018 or 2019.   Please see the attached for more details on who qualifies for the stimulus payments.
