I have W-2 and social security retirement 1099. I made under $8700 on my W-2. Can I just report my social security retirement without W-2?

    No, you cannot do that.   If you are filing a federal tax return you need to enter ALL of your income including the W-2.    The employer reported the W-2 to the IRS so the IRS expects your tax return to match the information they have from the employer.
