The income from the Pennsylvania (PA) gas well is taxable on the PA tax return. The PA tax system is a filing requirement when taxable income is $33 or more. They have a flat rate of tax (3.07%) so a tax of $1 begins at $33.
Because Washington (WA) doesn't have an income tax, there is no need to file that tax return.
