Why am I not able to edit an existing 1099-R to reflect an increase in my Military retirement? do I need to add a new one?

You cannot change the 1099R that was issued to you. You need to enter it as it appears. If you think the amount on the 2023 1099R that was issued to you is incorrect, you need to contact the issuer and ask them to change it.
