I'm over 50. Why didn't it recognize that I could put $7000 into an IRA?

 Only allowed $6500 not $7000.

If you are filing a 2018 tax return, the contribution limit is $6500.  If you are referring to a 2019 contribution that you are making now, it will not be reported until you file your 2019 taxes in 2020.  A $7000 contribution will be allowed then.
