The State of Georgia gives retired military a tax break. It is saying I do not qualify, why is that?

    The Georgia retirement exclusion is a tax break you can get when you are either 62 or older or cannot work because you are permanently disabled. Your retirement exclusion is not your refund, but it will reduce your taxable income so you will pay less in the end.  See also this.
