I received a 1099-C for my deceased mother for $3000.00 She died 5 years ago and the estate is closed. Do I have to file for her this year because of the 1099-C?

No, you don't have to file a tax return for your mother. If she had an estate, the estate would be responsible for paying the tax on the income. In the absence of an estate, you have nothing to report.
