I received a form 1099-R for the first time and Box 16 for state distribution is blank for me

    This is not uncommon and should not pose a problem. The pension income you enter in the federal portion of TurboTax will be addressed when you prepare your state return. If TurboTax needs any additional information regarding it, you will see questions regarding that when you work through your state program.
