I took an early distribution out of my 401K plan and I also rolled over the remaining amount to a new 401k plan. My box 16 and box 18 wages show higher than box 1

The state and local tax boxes are both different from each other as well. My PA state tax keeps getting rejected saying that is is a w2 import problem, however I have tried so many different ways and nothing has worked. I changed the PA taxable amount to the higher number (the number in boxes 16 and 18) at the advise of a turbo tax assistant and that was also rejected. I contribute to a 401k and make a roth contribution (just started that a few months ago) so I do not know if that has anything to do with it. My federal was excepted and I do owe money as I knew I would due to my early withdrawal. But I cannot get my state taxes to go through.

is your 401K distribution reported on a Form 1099-R? If so, was it imported, or did you enter it manually?

If you imported it, have you tried deleting it, and re-entering it manually? What is the Efile Reject error you receive?

If you're using TurboTax Online, clear your Cache and Cookies, and Delete your State. If you've already paid for it, you can't delete it but you can Start Over.

Step through your state interview again, to let your state return repopulate, and try Efiling your state again.
