Question

Idon’t have enough income to owe any tax to state or federal and my income cosists of SS, pension and NEC-1099 and I made enough not to qualify for the rent tax credit

I’m being told, it’s not necessary to file but I want to verify that as not to get into trouble

The federal filing requirements depends on your filing status, your age, and your income.  Review the IRS website Fact Sheet Who needs to file a tax return to determine if you need to file a federal tax return.  Even if you aren't required to file a tax return, if the amount on your 1099-NEC is at least $400, you will have to file a tax return.
