If had distribution from a qualified 401K in 2020 and rolled that distribution over to a qualified IRA can you still take the Retirement Savings Contribution credit?

No. Only contributions count.

No. A rollover does not count as a contribution and does not make you eligible for the Retirement Savings Contribution credit.

There was new contributions made in 2021 to a new employer qualifying 401K so does that make you eligible for the Retirement Savings Credit if you had roll over distributions in past years?
