Question

If I didn't earn an income (over 10K in 2016) do I have to file? If I don't, do I need to fill out paperwork stating this so I won't have any issues for next year??

If you have reportable income (earned or unearned) that exceeds $6300 for the entire tax year, then you are required to file a tax return. 

If you received less than $6300 of reportable income in 2016, then a tax return is not required. However, if any taxes were withheld on that income then you "should" file a return so as to get those withheld taxes refunded to you.
