Question

If I didn't receive a form 1099R and I haven't received money from my 401K but the system is saying I did. What should I do?

Assuming you mean TurboTax is requesting a 1099-R, you can answer that you did not receive one and it should leave you alone. It may be a holdover from a prior year.

Go to the Federal > Wages & Income > Retirement Plans and Social Security section of your return and click Start or Revisit next to IRA, 401(k), Pension Plan Withdrawals (1099-R). Answer No to Did you get a 1099-R in 2021? and then TurboTax asks whether you took a disaster distribution in a prior year. Once you answer those two questions, the retirement section should no longer be flagged for needing review.

If you did take a disaster distribution in a prior year, that could be why TurboTax has a 1099-R from the prior year. If you did take a COVID-19 related distribution and elected to report the income over three years, then you will need to revisit this section of your return when TurboTax has finalized the form.
