Question

If I moved some monies from a Traditional IRA to my Roth IRA - is this considered a "contribution". (ie I did not send in "new" money to fund the Roth) ?

No.

This is a conversion from a Traditional IRA to a Roth IRA. It does not count as a contribution. The amount is taxable.

Please read this IRS document for more information.
