If I transferred money from a traditional ira to a roth and then moved the roth to a ne company where it lost money, may I convert the roth back to a regular ira?

No, you are not permitted to transfer it back to a traditional IRA.  The possibility of recharacterizing a Roth conversion was eliminated with the Tax Cuts and Jobs Act of 2017.
