If Married filing jointly, can one be ineligible to do a trad IRA(due to having a work retirement plan and MAGI above limit) while the other can (no retirement plan)?

No, filing a joint return, you will both be using the same Modified Adjusted Gross Income (MAGI). 

The difference is that there is a higher limit allowed when only one spouse is covered by a retirement plan at work. 

For Married Filing Joint with one spouse covered by a retirement plan, the MAGI must be less than $189,000 to claim a fully deductible contribution to a Traditional IRA.  Then, the deduction phases out between $189,000 and $199,000 and is not allowed above $199,000.
