If the only source of income for a single adult is social security, and she received an SSA-1099, does she need to file a return if he sole source of income is over $25k?

the law is confusing with regard to filing or not filing.   I tried to file for her and the filing fee is about $80 and we can't finish because we don't have enough information.   she does own her own home.

No.  If her only income is Social Security she does not need to file a tax return unless she has a 1095A for having marketplace health insurance.
