If your income is only social security 10950.00 minus medicare 1626.00 do I have to file at all

If the Social Security benefits are the Only income to be reported on the tax return, then there is no reason or need to file a tax return.

Unless you received a Form 1095-A for your Health Insurance then a return has to be filed.
