In 2023, I withdrew the excess contribution that I made to my Roth IRA in 2022. But I won't get a 1099-R until early 2024. How do I report the earnings on my 2022 taxes?

Do I just enter the earnings attributable to the excess contribution as if I had the 1099-R and then fill out a Form 4852?

put the earnings attributable to your removed excess on 2022 Form 1040 Line 4b.

Otherwise you will have to amend next year when you get that 1099-R.

There is a 10% penalty for taking earnings out early., Schedule 2 Line 8.
