Box 16 of my 1099-R shows money, do I pay out of state taxes on that money?

I don't understand what you mean by "out of state taxes".

 

On the 1099-R, box 14 is the amount of tax withheld for a given state, Box 15 identifies that state as well as the state's ID number for the payor of the 1099-R distribution, and box 16 is the amount of the distribution reported to the state's department of revenue.

 

There is no in state or out of state, there is just the state that your plan administrator chose (presumably at your request) to withhold taxes for.
