In pa you don’t get taxed on the first 10k so why am I being taxed?

It removed 400 from the total I was getting back but I shouldn’t be getting taxed on it

First $10,000 of what exactly?   PA does not have a Standard Deduction, and does not tax Unemployment Comp at all.   Are you perhaps referring to a 529 Plan?

 

In any case, PA has a flat tax rate of 3.07%, so the tax on $10,000 of income would be $307, not $400.  Something else must be going on.
