I inherited an IRA which was converted to a beneficiary IRA. I had to withdraw money to pay Maryland State Inheritance taxes. Then got a 1099 for that withdrawal. Do I have to federal

taxes on money withdrawn to pay those taxes?

Yes, it is considered a distribution, and therefore is taxable.
