Question

Is it okay to apply state IRA deduction to New York where I work, when I live in New Jersey

I believe New Jersey does not have an IRA deduction on income.

Is it okay to apply the full 14k IRA deduction for a Joint Filing to New York state portion of our tax return when we live in New Jersey? Married filed jointly with Husband working fully in New York while I work partly in New Jersey and New York. Thank you!

No.  You can't "apply" your IRA deduction to another state, and you don't need to.  Your deductions for a contributions to an IRA are the same for New York as they are under federal tax law.
