No, they are not the same.

Social Security taxes withheld from your wages in box 4 of a W-2 are reported to the Social Security administration and added to your Social Security retirement account.

 

Federal Income Taxes withheld from your Social Security benefits in box 6 of a SSA-1099 are entered on your federal tax return Form 1040 Line 25b as a tax payment.
