Is the lum sum money I too from my 403B plan taxable in Pennsylvania?

If you took a distribution form you retirement plan, it is taxable by your state of residence at the time of the distribution.  So, if you were a Pennsylvania resident when you took the distribution, it is taxable by Pennsylvania.
