Yes according to NYC.gov, PSOVSF DROP money is taxable in the year it is issued.

PSOVSF DROP is an accumulation of PSOVSF after 20 years, the period one is eligible to retire. Is the Police Officers' VSF,  disbursed/distributed yearly, subject to Federal taxes?

Yes, it is taxable because it is federally taxable because it is a supplemental payment made in addition to your pension payments.
