Question

Is there a place on my state return to show that a portion of my federal refund was from the economic impact payment? I do not believe I should by tax on this.

I did not receive any of the economic impact payments in 2020. When I filed my 2020 tax return I received the payment as part of federal tax return. I do not believe I should pay state tax on this but do not see a place where I can note this on the IA return, similar to the refundable education credit.

IA starts with the Federal Adjusted Income which is before any credits such as the Recovery Rebate Credit (stimulus payments) or Education Credit are added in. Therefore none of these credits are transfered to your state return.  Those are not taxable income.  You would not enter those credits on your state return.
