It keeps saying i need to check the payer ID # by going back to my federal 1099 or w-2, but gives no option on the page to either go to the said federal 1099 or edit?

You will need to go back to the sections where you entered the W2 or 1099 and edit the sections there. I don't know what W2 or 1099 you have but here is the quickest way to go back.

1. log into your Turbo Tax return
2. Go to tax tools
3. tools 
4. topic search
5. type in W2. If you entered W2's, edit each one and check to see what you enter in Box B and also scroll down to boxes 15-17 to make sure the State Id # is the same number that is in Box B.
6. If you have a 1099R, go through steps 1-4 listed about and type in 1099R edit
7. Here check the federal ID number and state ID number in Box 13.  

Note: Make sure all numbers have nine digits (excluding the hyphen)
