Question

It says " $0 " in the federal refund area in the drop down bar.. the number is green... does this mean they are withholding my entire refund?

No.  Even if the IRS does offset your refund, TurboTax will show your full refund amount.  TurboTax does not know about any offsets that may occur after filing.  Check and make sure you are signed into the correct account.  If the refund bar up top shows $0, you may be in an empty account.  Here are the instructions to preview your 1040 which will show your refund at the bottom.  

  • Open or continue your return.
  • Select Tax Tools in the left menu (if you don't see this, select the menu icon in the upper-left corner).
  • With the Tax Tools menu open, you can then:
    • Select Print Center and then Print, Save, or Preview This Year's Return to preview your entire return, including all forms and worksheets (you may be asked to register or pay first).
    • View only your 1040 form by selecting Tools. Next, select View Tax Summary in the pop-up, then Preview my 1040 in the left menu.  Scroll down and check the bottom for your refund amount.
