it will not take NO for disaster distribution?

I did not take any disaster distribution before 2024 so why am I stuck?

After reviewing the document entries, click on Continue (even if the Needs Review still shows) to answer the follow-up questions about disaster distributions. Is the NO answer not showing on the screen?
