LH had a Thrift Savings Account and a Basic Death Benefit which I received and transferred / rolled over to a traditional IRA. TT asks if I contributed to IRA.

My husband died 1/6/23. He had accounts that I rolled over to the IRA. I did not contribute to the IRA with my own funds. I don't know if I should answer yes or no to "did I contribute to a traditional IRA". I didn't with my salary I made. I did with my late husband's money though.

The answer to TurboTax's question is No, this did not constitute you making a contribution to an IRA.  Nothing about these rollovers is to be entered under Deductions & Credits.
