Yes, if you convert the full amount right away in the same year and you balance in your traditional IRA was zero then your basis on line 14 is $0 (for traditional IRA). And you will not have a basis on line 2 ( generally carried over from line 14 of the last filed Form 8606). See Line 2 instructions for additional information.
You are not required to report your Roth IRA basis to the IRS but you should keep track of your Roth IRA contributions and conversions for your records. If you used TurboTax each year then contributions and conversions are tracked on the IRA Information Worksheet.
