Question

My 1099-R from the Defense Department doesn't have a "Block 14". Turbo task is asking me to fill in the State Distribution block. What should I put in this field?

Some states require an entry there...IF you have a value in box 2a, (same as box 1?) copy that value into 14.

IF 2a is empty, then usually you have to determine the Federally taxable amount of box 1, to put in 14...but if all of box 1 is taxable, then copy box 1 into 14.

IF you are living in a a non-income-taxing state (for all of 2019), deleting that whole line for box 12,13,14 usually fixes it (at least it did in prior years)...but you can't do that if box 12 has a value  (12 wouldn't have a value if it was a non-income taxing state)
