My 1099-R only goes up to Box 7. I have a Federal Payer's ID number, but none for the Payer's NY State ID Turbo Tax question. What do I write down?

Nothing - leave any box blank of not on your 1099-R. Many payers do not put unused boxes on the form but TurboTax must have all the boxes.
