My form 1099-R does not have a box16, but TurboTax is insisting on an entry. What do I do? Enter the same amount as box 14?

Box 16 is for the state distribution. If there are state income taxes withheld in box 14, then enter the amount from box 2a in box 16 (if box 2a is empty or has a 0 then enter the amount from box 1)
