My husband died and me and our daughter received a 1099-R. She is our dependent. Does she file a return to report her 1099-R or do I?

If the 1099-R has your daughter's name and Social Security number as the recipient, then it has to be reported on her tax return, if she files one. You cannot report your daughter's 1099-R on your tax return. Depending on the amount of income, your daughter might not have to file a tax return, in which case her 1099-R does not get reported anywhere.
