My husband retired from state government June 1, 2016, and gets a monthly retirement check from the Va. Retirement System - is this taxable or not

Yes the state pension is taxable income in the Federal return. He should have gotten a 1099R that will need to be entered into TurboTax.

Yes. Any pension income you receive while you are a Virginia resident is taxable by Virginia, even though it may have been received from another state.
