My tribe used their cares act funds to create an emergency assistance program for housing and utility expenses. I just got a 1099 from them. Is this really taxable?

Yes, it is taxable income. Provider Relief Fund payments made available through the federal Coronavirus Aid, Relief, and Economic Security Act (CARES Act) cannot be excluded from taxation under a disaster relief exemption.
