My wife collected retirement (~$1,100) from another state (Idaho) in 2020. Does she have to file in Idaho?

If you (or your wife) do not live in Idaho you do not file an Idaho return.  You report the income on your federal return and pay state tax in the state you live in.   It does not matter where the retirement check is being mailed from.
