Question

My wife's mother passed away in 2023 and we inherited a portion of her IRA in 2024. We took full distribution of the amount ($13,500). Is all or none of this an RMD?

Since a full distribution was received and none of the distribution to a non-spouse beneficiary is eligible for rollover, it's safe to say that the $13,500 is all RMD and the entire RMD required of the inherited IRA.  Doing so will prevent TurboTax from mistakenly preparing Form 5329 Part IX.  (You would get the same result if you said that none of it was RMD and no RMD was required from this account.)
