I am retiring from teaching in Vermont, but I live in Massachusetts.  Do I pay taxes on my pension to Massachusetts, or Vermont or both?

You pay tax on the pension to Massachusetts. Pension income is considered income from the state where you live when you receive the payments. It doesn't matter if the pension is from a job that you held in another state.
