Question

On the section for voluntary contributions (eg after school programming) Turbotax is saying contributing will increase my taxes due/decrease my refund. Is this a typo?

You'd probably have to define for us...exactly where you are seeing this...in the Federal or in the State tax return area...and what state is involved.....so you've left a lot for our guessing as to where you are .

Guessing: .....you are at some kind of State check-off donation area in the software?

Then Yes... Some states allow you to arrange a donation to a state sponsored program,  that reduces just your state refund by your donation amount.  Most states only allow the contribution if you are getting a State refund, but a few also allow you to do the contribution even if you owe to the state...so if you otherwise owe the state $222, and you set the contribution to $50...then the final state bill will be $272.

BUT...if you do that contribution for your 2019 state taxes, and you are able to itemize deductions on your 2020 Federal taxes that you will file in 2021, you will be able to include that amount as a charity deduction at that time.
