Can New Jersey collect state tax of an inherited IRA for a non NJ resident?

    The income is taxable in the beneficiary's state of residence at the time of the distribution, not some other state.  If tax withholding was paid to the wrong state, you'll need to file a nonresident tax return for that state to claim a refund.
