Pennsylvania state taxes

I am retired and live in Pennsylvania which does not tax retirement income. I have a1099-R that shows box 14 as blank for state tax with held, it shows my state and payer's state no. for box 15 and shows a taxable amount in box 16. Since Pennsylvania does not tax retirement income should I leave box 15 and 16 blank when doing state taxes even though these fields have entries? Thanks.

You can either leave the fields blank or enter the information.  The 1099-R is showing that the retirement income is designated as Pennsylvania income by the trustee (it is just the way they reported it to the IRS).  When you get to the Pennsylvania section of TurboTax, you will be able to indicate that it is not taxable (see below).
