Railroad Retirement Tier 1 Witholdings

My employer withheld approximately $1600 in Railroad Retirement Tier 1 tax. TurboTax is telling me they withheld too much and that I need to request a refund from the railroad in the full amount they withheld last year - a little over $1600.

 

Is this accurate? Why would I not pay anything into RRB?

Try adding an additional box 14 entry with the amount reported in box and the drop-down code RR for Railroad Retirement Compensation. 

 

This should clear the error message.

Well, the only place I reported this was inside box 14, with a code for Tier 1 RRB.

It hasn't really affected my ability to file so I was wondering if I should just file anyways and forego contacting my employer. It must be an error as there's no way I'm paying $0 to Tier 1.
