I am a US Actor who did a TV show in Canada. Its now over and I don't go to Canada but I still get residuals.

For the residual checks, I get a W2 with State withholding, SSA and Medicare, but no Federal withholding. Then I get a Canadian NR4 with Canadian Federal withholding. I think I am being taxed again on the US for Federal withholding because it thinks I didn't pay any federal tax on that income but I did pay it to the Canadian feds.

Should I take the foreign tax credit? The software says Im ineligible because I didn't go to Canada that year but I feel like I'm being taxed twice and the US has a tax treaty with Canada.

Yes, you may claim a Foreign Tax Credit for the income tax you paid to Canada.
