Question

RSUs became taxable for social security/Medicare (no substantial risk of forfeiture), so value shows in box 11. Is this event considered withdrawal or contribution?

Because of amount in W-2 box 11, turbotax is asking if I took money out from or contributed money to nonqualified plan. Why does this matter?

Box 11 would only report amounts not received if they were prior-year deferrals that vested in the current year, making them subject to inclusion in Boxes 3 and 5 of the current-year's W-2.

Otherwise an amount in box 11 represents an amount deferred and vested in a previous year that was paid out in the current year.

This doesn't impact your tax return, other than verifying the the W-2 amounts are correct.  The amount in Box 11 is already included as taxable wages in Box 1, or included in Boxes 3 and 5.
