Should I choose Actual Witholding? Should I treat the tax as paid when it was actually withheld. I was asked would you like to do this?

The IRS treats your total federal income tax witholding (from wages, interest, dividends, gambling winnings, etc.) as being paid in four equal quarterly installments.  For the purpose of figuring the underpayment penalty, you may elect to treat the tax witheld as paid when it was actually withheld.  Would you like to do this? What should I do?

If you have an underpayment penalty you may want to choose actual withholding.  In order to do so, you will need to know the amounts and dates of your tax withholding.   If you don't have that information you should answer no.
